About Our Program

The Tulsa County Re-Entry Court aims to support individuals returning to Tulsa County after incarceration, facilitating effective community reintegration. This program emphasizes intensive case management and evidence-based treatment practices, combined with judicial monitoring and community supervision strategies focused on reducing recidivism.

Screening & Intake Process

The Re-Entry Court team conducts regular reviews of DOC inmates eligible for judicial review or sentence modification within Tulsa County. Potential participants are assessed based on various criteria, including statutory eligibility, charge type, sentencing length, criminal history, and current conduct within the DOC.

Once identified, the inmate’s attorney initiates contact to explain the program’s benefits and requirements. If the individual expresses interest, a release plan is developed to verify residency and employment, as well as assess case management needs and additional transitional services. The release plan includes scheduled intake appointments with their probation officer, treatment provider, and the first status hearing court review, along with other necessary agencies.

The Prison Re-Entry Court is a voluntary, 12 month program divided into 3 phases.

Phase 1 (3 months):

Focused on immediate stabilization, participants engage in semi-monthly court appearances to ensure that all necessary intake processes are completed, housing is secured, and employment or vocational education has begun.

Phase 2 (6 months):

This phase centers on therapeutic engagement, addressing mental health issues, substance use disorders, and criminal thinking. Court reviews and monitoring may be less frequent during this phase, based on individual progress.

Phase 3 (3 months):

Participants concentrate on long-term maintenance and community engagement, reviewing aftercare resources and planning for life after graduation. Reporting and monitoring requirements will be reduced as appropriate.

Throughout the program, participants receive transitional case management services and treatment for mental health and substance use disorders, along with intensive supervision.

Advancement through the program’s phases is contingent on achieving goals related to successful reentry and transition. The court employs a system of incentives, sanctions, and therapeutic adjustments in response to participant engagement.
